Quiet hours are the fence around your best window
The TCPA permits calls between 8:00am and 9:00pm in the recipient's local time zone. Not yours — theirs. If your team sits in Denver and half your list is on the East Coast, your reps hit the East Coast 9:00pm cutoff at 7:00pm their own time, and it's easy to blow past it without noticing.

- Front-load callbacks, not the top of the list. Anyone who asked you to call back, or who you reached but couldn't close, converts far better than a fresh cold record. - Save fresh, high-value cold records for the connect peaks. For B2B, that's ~9–11am and 4–6pm. Don't spend them at 8:15.
- Fill the dead windows with cleanup. Records you're about to retire, low-priority re-attempts, list hygiene calls — put those in the 11am–1pm B2B trough. If they voicemail, you've lost nothing.
- Disposition honestly so the recycle logic stays smart. A "no answer" at 8am on a good number shouldn't count the same as a "no answer" at 4pm. Everything above assumes you're working a list. Inbound leads are a different animal, and they override the heatmap entirely.
When a form comes in, the connect-rate-by-hour curve doesn't matter — recency does. A lead who submitted 60 seconds ago will answer at 8:07am because they're sitting there expecting you. The 60-second window beats any "optimal hour" you could pick, because the lead's intent is at its peak and they haven't filled out three competitors' forms yet.

- Pivot connect rate by hour-of-day. Split B2B and B2C lists.

- Re-sequence tomorrow's list against what you see.
The pattern will be messier than the clean table above — that's the point. Your list, your vertical, your time-zone mix all bend the curve. What matters is that you stop guessing and stop spending 8am on your best numbers.
